Mid Term Review
Background
Legal Aid of Cambodia (LAC) in partnership with EveryChild Cambodia has been implementing the Preventing Violence Against Children, Cambodia Project. The four year project 2008 to 2013 is co-funded by the DFID and EveryChild. The overall aim of this project is to reduce the number of children from coming to the street and in conflict with the law in Kampong Cham, Prey Veng and Svay Rieng Provinces. LAC is seeking qualified consultants for the following assignments:
Aims of the Mid Term Review
The purpose of the Mid Term Review is look at progress towards achieving sustainability and impact through documenting any changes in the life of children:
- To review implementation progress towards overarching Objectives and the Project Matrix
- Assess the level of success of the “Preventing Violence against Children, Cambodia” project in delivering outputs and the approaches used as per the proposal submitted to DFID by EveryChild UK
- Draw lessons that can be learned, and use evidence to make recommendations to improve project impact, and the Monitoring and Evaluation system of the project in the remaining time of the project.
- Evaluation of the coordinated and individual advocacy efforts by the project team
The project activities fall into three main areas: prevention of abuse by mobilising communities and changing attitudes towards abuse of children; legal aid to minors in conflict with the law (accused); and advocacy to change institutions on behalf of children. The project is focused in three geographical areas: Phnom Penh, Kampong Cham, Prey Veng and Svay Rieng Provinces.
LAC is inviting qualified consultants to submit CVs and proposals for the Terms of Reference set out below; a more detailed TOR is available on www.lac.org.kh or upon request by email. The qualifications required for this consultancy are as follows:
- At least two years of professional experience in project evaluation, particularly with projects related to child rights, legal aid and/or advocacy.
- Research methodology background
- A masters degree in International Development or other relevant field
- Demonstrated experience in writing evaluation reports
- Excellent English
- Some understanding of the Khmer language would be an advantage
